What should we pay attention to when we meet the customs?

Date:2022/10/20  Click:166 times
  It is a very depressing thing to have the customs check cabinet. The slow speed of the check cabinet may also affect the shipping schedule. At the same time, some expenses will be incurred. The machine check is usually very fast. I'm afraid that the machine check cannot be passed, and then the manual check will be carried out. There is no way to touch the customs inspection counter in Shanghai, because most of the cases are due to the random sampling inspection of the customs, which is the same as the quick inspection when entering the dock. The customs is just sampling according to the normal process, and if it is selected, there is no way to do it, and it can only accept the inspection. In fact, the counter checking is not terrible. The most serious problem is to delay a boat. Although there may be some loss, the loss will not be great.
  However, in the process of customs declaration, there is a situation that everyone is very reluctant to encounter. That is, the customs broker, freight forwarder or factory personnel who have been engaged in shipping work for a long time are very afraid to hear about their goods entering the Anti smuggling Department. For the customs broker, once they enter the department, the consequences will be very serious. Depending on their relationship with the customs and the seriousness of the problem, the customs broker will be fined 9000-30000 yuan by the customs, and the customs broker will be deducted points, If the problem is serious, the customs will also blacklist the customs in Shanghai. In the future, the customs declaration process will be "given more care", so the customs broker is afraid to enter the Anti smuggling Department.
  For the freight forwarder, the containers entered the Anti smuggling Department means that they cannot be released, and there will certainly be different amounts of warehouse rent, container rent, ship change and other costs. The fastest release will take half a month, and it is normal not to release for one month. It is even possible that this cabinet can no longer be exported, which will cause heavy losses. Therefore, the freight forwarder is extremely reluctant to do so.
  For the factory, entering the Anti smuggling Department means that it is unable to deliver goods to the customer on time, and sometimes the goods will be confiscated. If the customer and the buyer sign a letter of credit, it is not only a credit problem, but also involves breach of contract, and the consequences are very serious, which is more afraid of encountering.
  Therefore, no matter the factory, freight forwarder or customs broker, everyone does not want the cabinet to enter the Anti smuggling Department, or even is afraid of entering the Anti smuggling Department. Because it takes time and effort to get nothing, it often loses money, and even the customer is lost. Many times, several partners will accuse each other and quarrel about it.
  There is no way to avoid counter checking, but it is basically possible to avoid entering the Anti smuggling Department. How to avoid this possibility? It is necessary to understand the reasons. In fact, the reasons for entering the Anti smuggling Department are as follows:
  1、 The weight is inconsistent, exceeding the allowable error range
  An important data in the Packing List is called gross weight, which is a very important data in the customs declaration process. The weight in the Packing List of some factories is estimated but not weighed, and some factories have loaded less or more containers but failed to change the data in the Packing List in time, resulting in inconsistency between the declared weight and the actual shipping weight. When the weight exceeds 500 kg, the bell will ring, which means that the cabinet is likely to enter the Anti smuggling Department.
  2、 Hang tag problem
  Some factory personnel in charge did not know the importance of the brand in the export process and did not fill it in the Packing List because they thought it was the factory brand, not a brand name. Sometimes they know that it is a famous brand, but they do not provide two letters of authorization in Chinese and English, one for the factory and the other for the customs broker. The other reason is that we are very busy with goods. We write the wrong brand or send the wrong goods. In a word, if there is a brand, there is no brand. If there is no brand, there is a brand.
  3、 Number of boxes
  When the customs inspects the goods, it often does not count the number of goods in your cabinet, but it counts the number of containers according to the data on the customs declaration form. Generally, more cases may be reported and less cases may be exported. 1000 cases are declared for export, but 950 cases are actually exported, which is basically no problem. However, if 950 cases are declared and 1000 cases are actually loaded, there is a problem, because the customs may think that they are smuggling.
  4、 Misreporting, false reporting and concealment
  Many factories often produce several products in one cabinet, which may be groceries with many names. The factory thinks that the goods are very miscellaneous, sometimes it is careless to make statistics, and one or more product names are omitted, or some products that were not originally planned to be exported were temporarily added to the container, but were not provided to the customs broker, resulting in the difference between the actual goods and the real goods. This situation leads to the largest number of goods being reported to the Anti smuggling Department, and the customs is likely to think that they are under reporting or even falsely reporting, so the problem is very serious.
  5、 Gifts
  Sometimes the factory sends some small gifts to customers in the cabinet to express their gratitude or to be entrusted by others. Some of them are samples, but they do not greet the customs broker. They think that there are few gifts and there should be no problem. But if they are not so lucky, they may have problems when they meet the counter check, especially when you send brand goods.
  6、 Reported
  This is because each has its own reasons and views. In addition to the sixth point, the first five points are closely related to one kind of data, namely Packing List. In the process of operation, we often encounter that some factory personnel are not willing to fill in the Packing List in the standard format, or they do not take it seriously during the filling process, and they do not check it carefully during the tracking process. The main reason is that they are bored, and even those who do not understand it feel that it is really annoying to do customs declaration. Why should they ask so detailed and ask so much? In fact, compared with the counter in the Anti smuggling Department, what is this annoyance? Being prudent and careful can save unnecessary losses.
  There are many reasons for the customs to check the containers, and the following are summarized:
  1. One factor that accounts for the largest proportion of customs inspection is computer spot check, which is randomly controlled, without any reason or reason, just like buying lottery tickets;
  2. Control of the document review center: the customs officers of the computer document review center will implement the control. Generally speaking, factors such as too large deviation between the declared price and the market, and obvious logic errors are easier to be controlled;
  3. On site document review and control: the on-site customs officer who receives the documents will carry out the control. Generally speaking, problems such as the documents provided are inconsistent with the declaration, and there are doubts on the documents are easier to be controlled;
  4. Control by the risk department: the risk monitoring department is responsible for the control. The main responsibility of this department is to issue inspection instructions. The reasons are very complex and confidential.
  What does the customs check?
  According to the provisions of the Customs Law, the objects of customs inspection include inbound and outbound goods, articles and means of transport. Specifically, it refers to the actual verification and inspection of whether the name, specification, model, quantity (weight), value and origin of inbound and outbound goods and articles are consistent with the declared content; To actually check whether the inbound and outbound means of transport are refitted and packed, and whether they meet the requirements of customs supervision.
  There will be some extra fees for customs inspection, but these fees are not charged by the customs, but the fees charged by the terminal, such as container fees and container dismantling fees. Because it is only the customs inspection that has such fees, the terminal generally refers to these fees as customs inspection fees, and the terminal will issue formal invoices. So these counter checking fees are paid by SHIPPER. General customs will have inspection notice before inspection, and inspection report after inspection. You can ask the freight forwarder for these documents. If the forwarder is unable to provide, you can refuse to pay the container inspection fee.
  1、 Why is the inspection conducted and how is the cost incurred?
  Inspection is an important means of customs supervision. Customs declaration is just a procedure. The customs will spot check some sensitive names according to its own experience and policies at that time, and sometimes without any reason. During inspection, we will open the box to see whether it is consistent with the customs declaration data, product name, quantity, declared value and other information, whether there is tax fraud, evading commodity inspection, and the HS code is incorrectly classified. There is no charge for customs inspection, but because the inspection is carried out in the port area, the port area is responsible for unpacking, loading and unloading, sealing, etc., so the port area will be paid. Some friends will ask why you want me to pay for my goods. I can only say that this is the rule of the heaven.
  2、 What is the approximate cost?
  This is probably the most concerned problem. Generally, Yangshan will be more expensive than the inspection fee at the outer port, because it needs to enter the port twice. There are about 600 small containers, 900 large containers, 1200 small containers and 1700 large containers in Yangshan. Of course, they are also divided into several port areas. The amount may not be exactly the same. What I said is only approximate, but the difference is 100-200. Don't tell me what I said is wrong. There is an inspection notice for the inspection in other ports, but Yangshan does not.
  3、 What is the difference between LCL and FCL?
  The inspection of LCL may be a headache for shippers, especially for those with small value. Some shippers don't understand. My value is only a few hundred dollars, less than one cubic meter. Why do they charge such expensive inspection fees. I'm sorry about that. The inspection does not depend on the value of goods. Sometimes we use large containers and sometimes we use small containers. Please refer to the full container for the specific cost. If we meet the full container, we can only say something about it. As the saying goes, "A little bit of it doesn't blame the society!"!
  4、 Is there any regularity in the inspection?
  In fact, this is what I want to say to the shippers. Although the inspection seems to be a random random inspection, it is a matter of luck, in fact, there are some rules. For example, the customs declaration time should not be too late, especially on Friday afternoon. For example, the declaration elements must be detailed and clear, and the product name and HS code of the declaration materials must be unified. For example, in the policy at that time, if the tax refund for a certain commodity was adjusted at a specific time, the inspection rate for that commodity name might increase during this period, for fear of tax fraud. For example, on holidays, the inspection rate will generally increase. (I won't tell you whether the customs officer wants to take kickbacks. I really didn't tell you.)
  5、 What should we do if the goods in question are inspected?
  If the goods are all right, it is a small matter to tell the truth. The inspection fee is more than 1000 yuan. However, if the goods have problems and are inspected, you need to be careful. The normal process is like this. The freight forwarder will be notified by the customs broker that the goods need to be inspected, but not immediately. The customs teacher also needs to make plans. This is a flexible time to deal with problems. If you have problems with your goods, you must explain them at this time and spend money to solve them. Most customs brokers can solve the problems if they are not serious. As for the cost, there is no way to say, The cost must be different under different circumstances. The settlement fee is different from the inspection fee. There is no invoice or receipt for this fee. Whether you want to pay it depends on the meaning of the shipper. If you don't want to pay it, follow the normal procedure. This requires the trust of the owner and the freight forwarder. The normal procedure is to assume that if problems are found, the customs will ask the owner to write a description of the situation. If the HS code is wrongly attributed, why it is wrongly attributed, whether you deliberately defrauded taxes, why you did not carry out commodity inspection, etc. This is a bit of a test of literary grace, good and true. Sometimes it may just be necessary to reclassify or supplement commodity inspection. If it doesn't make sense, it will be troublesome to enter the Anti smuggling Department, and it will not be available for a while.
